This has to be on "World Tournament" not Cell Games, as their is a separate achievement for that.
Simple enough, just go into world tournament and set up how many fighters and what settings to use and difficulty, now just win it, can be done on any difficulty so don't worry, though if you finish it on hard then you will get both this achievement and W.Tournament True Champ:
