Pretty much a 'luck of the draw' achievement. Intrigue cards are the lion's share of what allows you to retreat troops. The 'Scout' and 'Chani' cards in the Imperium Row both allows troop retreats, but I found it easier to use Intrigue cards.
I can't say however if the achievement is limited to only challenges, vs AI or vs other players. I did a mix of the first 2 and didn't take that long. Just focus on collecting Intrigue cards, but don't stockpile them. The AI is very aware if you have 4 or more and will play the 'Secrets' space to steal them.
