Story related, cannot be missed. Awarded for completing Section 3: Last Harbor.
For this section you need to get out of a bar. After finding both batteries and putting them in the truck on the counter it will open and give you a remote to turn on the TV on a table. After talking to the woman you can edit through the women's restroom the way you came in to end the section.
