Missable, but can easily complete from Section select.
In Section 4, as soon as you start you should be facing a kitchen table. Walk around it and look at the table and you will see a cake in the middle and matches on a tray just to the left. Interact with the matches to pick them up, then equip them with 
from your inventory. Interact with the cake with the matches equipped and you will light the candles.
Trophy will pop as soon as the candles are lit, you do not need to finish the section.
