The are 24 memos you have to find. Once you get the last one AND finish section 6 the trophy will pop. If you miss a memo and have to replay a section to get it you will need to pick up all memos in that section again and not just the one you missed before it will register that you have them all. Below is a video by rus199410 showing each location.

Note that rus199410 shows him simply picking up a memo from a fan blade in Section 3. This has been patched out/is not always obtainable in this manner. You need to open the briefcase (the combination is the time on both bar clocks) to get the men's room key. Use it to open the men's room, where you can turn on the fan to blow the memo to the ground.
