There are several different ways to gain a bond with a character.
Rescue them. In many of the battles, a friendly officer will be in trouble and will ask you for assistance when you get near them. In some battles this is one of the objectives, in others its optional.
Complete a battle they are leading. Many battles (usually defense or large conflicts) have a friendly general who is directing your forces. Successfully completing the mission will earn a bond boost with them.
Use them as a sworn ally. This is probably the most consistent way to raise a bond with a single officer. Many battles don't allow them (like Legendary or Treasure battles), but every battle completed with them will raise their bond. To get someone as a sworn ally, you must get their bond to about 20% through any of the other methods mentioned here, and complete their legendary battles. After completing their first legendary battle they will begin to show up in towns, and after completing them all they will appear in town and offer to help you as an ally if their bond is high enough.
Talk to them. As mentioned above, completing one legendary battle for a character will cause them to start appearing in random towns. This will be indicated by a flag sticking out of the town's hex, and hovering over the hex will say who is in the town. If you talk to them, you will gain a bond boost and may gain them as a sworn ally depending on their overall bond. The character will show up at around 40% bond and ask you a question, which if answered correctly (based on the character's personality) will give you a bond boost. They will also show up again at 90% bond, and give you a final boost to maximum.
Beat them in combat. Defeating an officer raises their bond by a small amount, which means playing Arena stages with a lot of enemy officers can help raise bonds across several at once. The gain is small for this, but adds up over time from what I can tell.
Call them for help. The merchant who appears every few battles in a random town can sell you reinforcements for 1000 gold. The character you request will then show up in the next battle that allows sworn allies. Completing the mission with them on the battlefield gives a similar boost to using them as a sworn ally.
Capture a base for them. In many stages, a character will challenge you to capture a base to prove your worth. Even though the game doesn't mention it, this does increase the bond with the character who issued the challenge.
The most consistent way to boost bond is to use someone as a sworn ally and rush through quick stages. The call for reinforcements works too, but since you can only use that when the merchant is available, it's not as easily available. The reinforcements are, however, a good way to boost bond on another officer while grinding out one.
I have found the best battle to gain bonds is the Battle at Shouchun, which is in the northwest area of the map (it's a stat boost battle, so it shows with an arrow). You get the following boosts each time:
-Friendly General
-Rescue (just to the west of the starting spot)
-Sworn Ally
-Reinforcements (if you have one)
Plus, it gives 10000 gold, decent fame, and plenty of officers for skill points.
One final, very important note. Make sure you equip the Congeniality seal on BOTH weapons. This provides a huge bonus to bond gains.

maybe its just me, but it seems bond slightly increases a bit more if your allies are from the same faction as well

Hi everyone heres my guide for this achievement while you are working on maxing out your bonds with every character every 3-4 battles you do a merchant appears in the capital cities you have unlocked in Conquest Mode and you can call in additional ally to help you so heres the list of the officer in each of the capital cities

To add to the above guide switch the character you are using when do legend battles, randomly people will pop in cities and you will get a 10% boost to their bond.. e.i character selected was Diao Chan, Lu Bu appeared and you receive bonus to his bond. Does not happen every time, but enough to help in the long run.
Also do not use a second controller this nullifies the sworn ally help and reinforcements.

For conquest mode the merchent shows up every 3 battles(usually), make sure the character you buy the reinforcements with is the one you are playing as, do a battle that you can use reinforcement/sworn ally single player then do two non sworn ally missions with a 2nd controller to maximize skill points
