This is an impossible to miss achievement from story mode.
Around 1/3 of the way through any of the three kingdom's story modes (Shu, Wei, or Wu) you'll play a stage where the end goal is killing Dong Zhuo. After killing him, the stage will end and you'll get the achievement.
