To unlock this achievement, you have to finish the Story Mode of the kingdom of Jin.
There is no need to play the others kingdoms (Shu, Wu and Wei) to play Jin but if you want to undesrtand the story, it's better.
The Story Mode of Jin conatins 22 battles.

I don't understand, I have completed the story of Jin and didn't need to unlock it. I have previously only completed the story of Shu...Has my game bugged?

Your not suppose to do Jin story first because the order to do is Wei,Shu,Wu and then do Jin last)
