In order to get this achievement, you'll need to learn every skill an officer has. You get skill points from killing officers, and you can increase the amount of SP you get by using seals or skills.

Some characters have skills that cost a shit ton of SP (Zhou Yu has one that costs 800) and others don't have to spend more than 300 on a skill. I got this with Gan Ning, he didn't have any skills that cost more than 300 SP. I'm about 1/2 - 2/3 of the way through Wu's story, so you can get this on the way to finishing a kingdom's story mode.

Also forgot to mention something...

You might want to add purchase the skill pt up skill asap.

You'll have this by the end of one of the storymode campaigns, as it gives you points to spend whenever it makes you change character to bring them up to the required level for the stage you're on. I comfortably had two characters maxed just playing through the Wei storyline.

Same as Flabyo.
You get hilariously high amounts of skill points in story mode. For example, I started a mission with a new warrior and already got 2400 skill points. I will probably get even more points in later chapters of the Wei storyline I am playing.

I think every character you play in the storyline has access to all the SP you have accumulated with all characters. If only the characters you didn't play in story mode had access to that pool...
