The only people you need to talk to for this achievement are the officers/guards with red marks above their heads in Story Mode. They are the same people that you have to talk to to start missions so you will get this achievement before starting the last mission of your final faction.

Cripes I was trying to talk to everyone in every city in Conquest mode and driving myself nuts thinking I'd somehow missed someone.

What about Visiting Officers/Sworn Allies in conquest mode (they have those red marks over their heads)? I noticed looking in the voice gallery there is a special conversation voice (if you use a certain officer with a certain sworn ally [eg. Lu Meng and Lu Xun]).

Those conversations count toward the achievement for completing the voice gallery. Although the wording would suggest otherwise you will get this achievement by just doing all four of the faction story modes.

Oh thank god for that. I only just spotted this achievement earlier today and I had already finished Shu's story and barely spoke to anyone except those red arrow dudes. No way was I going all the way back just to do all that. Thanks you've saved me lol

I got this achievement on the last Jin mission stage in story mode.
So... Im halfway through jins story line... Ive been talking to the red arrow dudes and skipping through the convos... Am i doomed to wander the barren abyss that is story mode once more to pop this achievement? God have mercy on my soul...

You are fine. The only people you need to talk to are the people that start the next mission. When you talk to the person to start the last mission of the last faction it will unlock.

CONFIRMED... you dont even need to hear the full conversations, just head to the red arrow guys, hammer 'A' then the battle will start. Good listener Indeed Haha
