Fame is acquired in conquest mode, and you'll need 1 million of it for this achievement. It's not likely that you'll have 1 million before you finish every tile, so you'll have to grind a bit for it.
The easiest way to do so would be city unlock battles. You'll find them next to a city, the tile will have a lock on it. These missions are very easy, as the general you need to kill to end the stage is very close to where you start and the map is small.
The town in the northwest corner or the southernmost town are the best for this, as they give the most.
It should be noted that difficulty increases the amount of fame you get from a stage, so playing on a higher difficulty gives more fame. You'll need to find a balance between increase in fame and time it takes to end the stage, though. I stuck with normal, personally.
Kazeganthi suggests using Lu Bu with a halberd "cause his 6th strong attack clears everybody out fast, even on Chaos, without leaving him open for a hit. Chaos gives you over 7k in less than a minute on the southernmost town map. I got through my last 200k in just under an hour."
I don't have the game anymore but it sounds legit, Lu Bu was a beast before they shit on his moveset in 6.

Maybe you should add that the amount of fame you gain is depending on which difficulty you choose.
