In order to get this achievement, you need to unlock 7 cities in conquest mode. Most tiles are available when you finish a tile next to them, but for cities, there is a unlock battle you have to fight. This tile will be next to the city and have a lock icon on it. The city tile itself has an icon of a building on it.
The battle is super easy, as the general you need to kill to win the stage is almost always very close to you and the map is small. Once you've finished the unlock battle for seven cities, you'll get the achievement. There are more then 7 cities.

Does this technically unlock on the 8th city since the 1st capital was available at the start of conquest mode? I gained access to the 7th city last nite and no cheevo so I am assuming you have to "unlock" 7, just wanted confirmation if anyone knows for sure

It's been awhile since I've played it but I'm pretty sure the one at the start doesn't count as one of the seven.
