While playing Conquest Mode, after every few battles (2 to 5), the Scholar, as well as the traveling Merchant, will appear in the capital city tiles. (EDIT: Unless you've unlocked all capital cities, then he will always appear, even without fighting any more battles. Thanks for the info Gaist Heidegger) When he appears, he appears in all capital tiles simultaneously. To see if he is there, you don't have to enter the tile, only highlight it then check the text description.

When you talk to the Scholar in the city, he will ask you a series of 5 questions and leave, if you got 4 or more right he'll give you some money as he leaves (the amount determined by the number of capitals you've unlocked). If at any point before your next save you feel like you've missed too many questions, you can select End Game from the pause menu then return to Conquest Mode and the scholar will still be there. Note that if you do this, only the first 2 (but usually 3) questions are guaranteed to be the same.

There are apparently somewhere around 500 questions, if the rumors are to be believed. As for a list of questions and answers, the only list I am aware of is on Koei Wiki:
http://koei.wikia.com/wiki/Dynasty_Warriors_7/Conquest_Mode
This list is a WIP. It was started by someone playing the Japanese version of the game, so not all questions actually have the correct text and several questions are still missing, particularly from the Hard and Chaos sections.

also without playing the story modes u can only get to 60%

you apparently unlock 10% of questions for each story mode completed

There is a way to get this a bit cheaply. After unlocking all cities and having the scholar appear permanently, if you just face the scholar and hit a repeatedly, eventually the achievement will unlock (turbo controller will help here).

NOTE: There is a weapon you get for getting 100% questions answered, BUT you must receive a successful quiz reward from him to get it. After getting the 100% achievement, simply answer 4/5 questions for one of his quizzes correctly to get the reward.

Once you have unlocked every capital city the Scholar appears to stay permanently, so you no longer have to do battles to get him to show up again.

Ah, story modes. So that's why I'm stuck at 70%.

I somehow think this achievement's official description takes care of that question.

Once you answer a question correctly, does he stop asking that question? Basically how do I make sure he asks me questions I have never seen before?

You can't. I think he always asks at least 3 questions you haven't answered correctly before, but not certain (at least until it doesn't have enough questions left). As you answer several of the questions, there will be repeats.

Just want to say big thank you to pointing out the mashing 'A' trick... I was a bit tired of searching answers and being able to just change the channel and watch TV while just pressing 'A' was gold

solution:
Pop in a movie on the computer and press A button over and over. Maybe not so honest but all answers rotate position. So the right answer will be the first at some point.

Exactly what I did, did the first 45% legit, but god it was so boring. Tapping A beats effort any day. :3

If you have a fighting stick you can just turn on the turbo for the A button and walk away. Only took about ten minutes.

you could do what im doing currently, play as someone who has smithing skill and use this site (not mine)

http://thethreekingdoms.wikia.com/wiki/Dynasty_Warriors/7/Sc...'s_Questions_and_Answers_Guide

press CTRL+F and type sum of the question

once you answer the questions and get 5000 gold save up and work on getting "Weapon Collector" achievement

NOTE: not sure when but after awhile the scholar will stay permanently so you wont have to go into battle and wait for him to come to town
