This achievement requires that you unlock all the cities in conquest mode. The city tiles have a building icon on them. In order to unlock them, you have to find the tile with a lock on it next to the city. This is the unlock stage. For most tiles, finishing a tile next to it is enough to unlock it, but not with cities. You must finish the unlock stage.
The unlock stages are generally super easy, as you have to kill one general to end the stage and he is almost always near where you start, making the stage fast and easy.
Once you get the 7 cities achievement you'll be halfway-ish to this. Achievement will pop once the battle ends when you go to the stage select screen.
