Fame is acquired in conquest mode, and you'll need 100K of it for this achievement. You'll get this WAY before you finish all the tiles, so I wouldn't even worry about trying to build it up, but if you want to...
The easiest way to do so would be city unlock battles. You'll find them next to a city, the tile will have a lock on it. These missions are very easy, as the general you need to kill to end the stage is very close to where you start and the map is small.
The town in the northwest corner or the southernmost town are the best for this, as they give the most.
