How to unlock the Licensed to Ride achievement in Dynasty Warriors: Gundam 3 - Definitive Guide
To get this you need to use each mobile suit 5 times and they will become avaiable to buy from the shop. I am not going to list the price of each suit. Just the names of the ones you need to use.

You can also mix up which color of either the Gundam Mk II or the Qubeley Mk II you use to get a total of five. I used the AEUG Mk II once and the Titans Mk II 4 times, and it opened up the license for the Mk II for purchase

Just to add onto the solution written by Bloody Z Zero, if you can manage to get friendship with Judau to level 5, you will be able to purchase the "Salvage Connoisseur" skill in the shop, which enables you to gain a lot more G than normal each battle.
To obtain the license to a Mobile Suit you must play a mission with that mobile suit 5 times, you’ll have to play as the character the Mobile Suit belongs too in this matter. You can fail the mission and it will count towards this count.
While working on any leftover licenses you might need during your post-game grind you might want to consider working on your Friendship Status’s toward Purebred Innovator at the same time. Good missions to consider while doing this are:
Chapter: For Reform – The Neverending Battle (on HARD)
Do this only if you do not have Love … And Mobile Suits unlocked yet. You will fight Knight Gundam in a 1 on 1 whom is already there at the start in his transformation mode. Two hits and you will die, about a 3 – 4 second missions.
Challenge Mission – Love … And Mobile Suits
This mission starts with your morale dropping to zero right away meaning one death and its game over for you, in this mission you are allowed to have a Partner Strike so you could alternatively be raising Friendship Status with two characters opposed to the one in Neverending Battle.
