In order to get this achievement you need to unlock every character. This is a bit deceptive, as the game doesn't count a character as unlocked until you can actually use them as a pilot, even though you can build a friendship with them or use them as a partner before then.
First off, there is a certain Gundam you can eventually unlock as a playable character, but he DOES NOT count toward the achievement, only human characters.
In order to unlock someone as a pilot, you need to get them to friendship level 3. In order to even be able to build a friendship with someone, you need to watch a terminal event involving said character. Most terminal events happen after story missions, which you'll be needing to finish for an achievement anyway. Some character's terminal events unlock after unlocking a different character. The game will tell you after the terminal event if you have unlocked the ability to be friends with someone.
In Gundam 2, it was possible to lose friendship with someone if you fought against them, but this DOES NOT apply to Gundam 3. The best way to build friendship with someone is having them as your partner, or using that pilot yourself. You can also build friendship with someone by having them as an ally in a stage, and helping them in battle.
This means the best setup would be playing as a character you need friendship with, having a partner you need friendship with, and playing a friendship mission that has a person (or people) you need friendship with. The advantage in Gundam 3 is that a lot of the friendship missions have specific allies, like only AEUG, or only Gundam Fight participants, so you can use this to pinpoint who you need.
If you load up a stage and you don't need friendship with any of them, you can back out and reload the stage again to check. If you reload, and use the faction-specific stages, it's a lot easier to get into a stage with characters you need friendship with over Gundam 2.
The achievement will unlock around the time you get the notification of friendship level 3 with the last character.

Setsuna
To unlock playable characters you will first have to unlock them into your relation chart and when build up your relations with them through the methods described under "Purebred Innovator". Once all of the pilots of have level 3 then this trophy will unlock. In character select there will be however one blank spot that isn't required for this trophy, that character is Knight Gundam.
