In city, you can use your officer cards to build up experience points for city facilities. Once you've filled the XP gauge for a facility, you can use certain materials to upgrade that facility.
To unlock this achievement, you must upgrade all 6 upgradable city facilities to the maximum level of 5 AND fill up their XP gauge.
Basically, filling up XP gauge at level 5 requires a long time. Here's some tips to shorten that time.
+ Use officer cards with the best modifier.
+ Quitting a quest can also give XP to facilities. To quit a quest, select "Return to City" from pause menu after you started the quest. For this purpose, Nan Zhong quests which become available in chapter 3 are useful, because you can receive the quest from a soldier just in front of the starting point.
+ Using 3 or more cards of a same kind (same forces(kingdoms), attributes, graphics) may give some bonus to modifiers.
+ For playable characters, certain combination of characters will also give a bonus to modifiers.

To upgrade City Facilities you must have Officer Cards. While in your City, press 
to access City Menu and select "Upgrade City". Each card upgrades a respective facility at a certain rate, obviously the higher ranked the card, the faster the rate of upgrade.
You need to fully upgrade each facility to Level 5 (Full Bar). To know if it's fully upgraded, the upgrade progress bar will dissappear once it reaches maximum, and you will receive a rare material from the facility owner when you talk to him/her.
