As the story progress you will unlock Union Outer Rim. Ther's a station there that sells cybernetic implanmts for around 3840 pre stack of 10. You can sell those at Vesna Mining Station in Zharkov system for 5150 per stack.

Do the prices of commodities fluctuate?
Are they worth more as you level up?
Or
Are they worth more depending on which system you're in, and the price never changes, regardless of level?
Either way, it seems this will unlock naturally as we advance in the game. I'll let the 2 guide writers confirm that.

prices fluctuate over time. no the price isnt affected by level. Yes they are worth more depending on the system you are in. Some items are worth more or less in a different system.
If you look at the price of the item when buying or selling it has a bar that is bookended and the price atm is somewhere between the bookends. In different systems the bookends are in a different place and therefore the price will be different.

I didn't do this trading. I simply sold a stack of goods that I had picked up through my travels.
You can get this with a full stack of Solar Panels or Cybernetic implants. I am sure there are other expensive goods, but these were the first two stacks I was able to get up to 5000.
I was about 40 hours into the game, well into the 4th system before their sell price was high enough to sell over 5000 for one stack. I finally got it at the miner's base at the Ogni Mining Fields in the Zharkov system. But no other store in the system gave me max value like the miners base.
