You will get this naturally as you play. I got it at about 20% done with the game.
If you want to make mining a little easier then update your tractor beam perk. Increase range and speed will help. Also, using a flak cannon will mine the entire area with one shot, just make sure you are 800m or less when you fire, but also don't get too close, the flak gun has AOE damage.

Just an FYI for anyone, even though the description here says 1000 resources, the game bar on windows shows the description as mine 2,000 resources.

Fun Fact:
The achievement title "ROCK AND STONE" is in reference to the wonderful mining game DEEP ROCK GALACTIC (which I recommend). It's also on gamepass currently.
It's can be played solo, or 4-player co-op, and you can yell, "ROCK AND STOOOOONE!" back and forth to each other.
