Basically continue the story missions up to when you need to find the jumpgate keys. Dax will give you the coordinates to a G & B base. Once you arrive at that base, there's a Job Board.
For folks looking to minimize combat encounters, I would recommend focusing on the Lost Cargo and Item Retrievals jobs, though you may still encounter Outlaw vessels during these jobs. There will be less of them and they potentially could leave the system you are in if you wait long enough.
You can only have 4 jobs at a time. If you do the jobs to clear mines, destroy bases, or target outlaws, then you won't need to fly back to the G & B base to get paid.
Also, new jobs can be seen on the Map and claimed without going back to the G & B base.
Leveraging the combat/mine jobs and grabbing new jobs from the map, can be a very fast way to get to 10 jobs.
