Story related, can’t be missed. You will battle Cicero, in a forced losing fight. After the fight, a cutscene will play. Achievement unlocks after the cutscene.

In terms of timing, if you’re like me and trying to plan out Earn an Achievement in Game Pass this comes after getting the drill and trying to infiltrate Torch Tower. Once you get outside again, the fight happens shortly thereafter.
