How to unlock the Toe to Toe achievement in F.I.S.T.: Forged In Shadow Torch - Definitive Guide
Firstly Parry is an upgrade found while progressing through the story, not the shock baton.
I found the easiest point for me to get this was when fighting Duke. He sprays out bullets and if you're pressing forward multiple times for the parry you'll often parry 2-3 bullets in one go. Then repeat a 2nd time and you'll parry 5 really fast.

I did 5 in total and it popped. Took damage too. Lucky me

I found this very easy to do against the flying blue robots that are to the right of the Old Town Teleport. They have a slow bullet travel and if you place yourself just right, you only need to fight one at a time

To add, The parry ability is something you get later on found in the arsenal
And face an enemy and just spam the direction the enemy is facing I unlocked it facing someone with a sword

Doing this against Duke is definitely the way to go about this
