Mine is bugged. Anybody else have this problem? I got the achievement for 100%. But not this one.

My achievement also did not unlock. I saw you got it VAS. Any advice? Edit: I miscounted. You start with two bars of EP, so the max upgrade is 6.

I had to complete the game a second time. I had all 6 bars but not the achievement. Second run though was quite easy and fast. :)
