Tua is one of the followers who will just show up at your camp. For these events to occur make sure you are leaving and returning to your refuge regularly.
When you return to the refuge the game may prompt you that there is a stranger in the camp and to go talk to them. All of your followers will be grouped up near the newcomer. Go up to the new character and hold A.
A conversation will follow, I always responded as friendly as possible, not sure if that matters. At the end of the conversation you can either reject the follower or accept them. Accept them to get the achievement.

After my base was some-what self sufficient, I would sleep 24-48 hours in the camp, run just outside until reaching the flats, turn around and back into camp to trigger new events.
Unsure of maximum followers allowed in a base, but ended up rejecting Rhyme and Issa before Tua showed up many sleeps later.

I am not 100% on this, but I think you may have to get one of the event characters before one of the walk-ins will turn up at your camp. I advanced fairly quickly on my second run to get the first three and three walk-ins have turned up, over time.
I have been opening all the nodes, building up my camp and sleeping to get the dreams before The Wreck and have only just seen the fourth event, in all that time the fourth walk-in has not shown up at the camp.
