How to unlock the G.I. Blues achievement in Fallout: New Vegas - Definitive Guide

Talk to "The King" inside the The King Impersonation School in Freeside to start this quest.

First, King will send you to hire a guard by the name of Orris. Hire the guard and follow him. At a certain point he will tell you that you both should take a detour and will take you down an alley and "shoot" 4 thugs with 3 bullets. If you have a level 6 Intelligence, you can call him on the scam and with a high Barter/Speech level you can convince him to give you all his money. Also you could inspect the bodies with a Medicine level of 35 and find out that the thugs are just acting. Now report back to the King.

Next, King will tell you to go talk to his men at the Old Mormon Fort. Go there and they will be in the first tent to the right. Report back to the King.

Next, follow the marker to a squatter camp where you will have to take a test to prove that you are a NCR citizen (unless you have a 30 in the Speech skill). The answers are Tandi, Shady Sands, and a two-headed bear. Next, talk to Julie Farkas in the Old Mormon Fort. She will tell you to talk to Major Elizabeth Kioran and mention her name if she isn't talkative. Follow the marker to the NCR hideout. Talk to Elizabeth and mention Julie's name to get her to tell you about previously sending some to talk to the King about handing out food. Return to the King.

As you enter the King school, Pacer will try and convince you not to tell the King about NCR sending someone to talk to King. You can get him to give you 200 caps for your silence and 100 more if your Barter skills are high enough. Agree to not tell the King and then when Pacer runs off, go ahead and tell the King.

King will send you out to take care of the shootout near the NCR feeding hideout. Talk to Elizabeth to get her to stop shooting at Pacer. Now report back to the King. Achievement Unlocked!

*If you are having trouble locating Major Kioran, please see o Smeds o's comment.

Since adding all that would make this long solution even longer, I'm going to just put in there that people should follow your directions if they have trouble finding the Major.

It is actually pretty easy to get to the NRC food hideout by heading past the Atomic Wrangler towards the dead end. Go into the last building on the right and there is a door in the back. Go through that and circle left around all the debris. Follow the road under the overpass and it will be on the left.

Might want to add this into your guide, it's a good way to get to Major Kieran (copied from Fallout.wikia.com)

To easily get here using roads starting from the Old Mormon Fort, you exit the fort and take the road left until you hit an intersection and take a right, then going along the road going about North West. Go to the end of the road almost until the tracks. Then take the road going about South West, at the end of this road there will be a path that lead to another road that will face about South East.

It's on the left.

she is in a building that is initially locked at the beginning of the game and states that you need a key, but during this quest will have 2 thugs outside (one on each side of the door) they will ask you for a password, once you are in she is standing behind the "bar/counter". as soon as you follow the above directions and you see the railroad on your right hand side as you follow the road to the left and start to head west/southwest despite there being a burned out car in the middle of the road, the building will be on the south east side of the road but you have to walk over some rubble and under the broken over pass/elevated road. you will see this just after following the road around the burned out car to the west southwest and passing a bus stop then a blue mail drop box and a large one story warehouse that ends up seperating the back end of the traintracks from the road (all of these will be on your right) as soon as you get to the end of the warehouse, look to the left towards the row of buildings thats where she is at.

This mission is a side quest obtained from The King at his School of Impersonation in Freeside.

The King is concerned about a bodyguard named Orris who hangs around inside the north gate of Freeside. He'll give you some money to hire him and told to watch for anything strange. You need to be able to pass an Intelligence 6 and/or Medicine 30 check in order to uncover Orris' perfidious plot and report it to The King. If you didn't spot the ruse, you'll have to hire Orris again. This time Orris knows the jig is up, and attacks you instead! Kill Orris, and report back to The King.

He will have a second task for you, this time investigating some violence in Freeside. This will lead you to the Old Mormon Fort where you learn that it was NCR Troopers to blame. Tell The King, and he'll send you back out to talk to some squatters in the area. Talk to Julie Farkas as well for additional information. You'll have waypoints for the squatters, one of which will grill you on NCR history before trusting you with information. The correct answers to his queries are Tandi, Shady Sands, and A two-headed bear. He'll tell you that you can get food at the Ruined Store, and that the password is "hope". Once inside, talk to Kieran. If you spoke to Farkas before coming, you have the option of brokering a deal between the NCR and The Kings, talking about an envoy they'd sent to The King earlier who was badly beaten. Report back to The King with your findings, just in time for the conflict to escalate. Fighting has broken out between The Kings and NCR at the train station.

If you talk about the NCR envoy, The King reveals he didn't know about it and understands why they were all riled up. You'll have the opportunity to make a truce with Kieran and get 1,500 XP. If you don't mention the envoy, you're there to get Pacer's back. Mop up the NCR including Kieran and you'll get 1,200 XP and NCR Infamy. Report to The King to complete the mission and get the trophy.

In the Soldier's Blues quest you will have to complete several tasks from a group called the Kings. The gang members are Elvis Presley impersonators.

The first task that the leader of the King group will give you is to find out why the local bodyguard named Orris is so popular. Orris provides escort services to tourists from the North Gate of the Freeside to the South Gate of the Strip. At the beginning of the quest, the King will give you 200 caps to pay for Orris's services. Once you find Orris, hire him to escort you to the Strip and follow him. Orris will begin to lead you through some back streets and on one of these streets pseudo-bandits will try to attack you, with whom Orris will deal without difficulty. Why pseudo-bandits? And because Orris is a swindler and staged this whole attack, the bandits are his partners who help him deceive gullible tourists, thereby increasing Orris’s popularity. By using Intelligence (at least 6), you will notice that Orris fired fewer shots than the attacking bandits. With a Medicine skill of at least 30, you can examine the corpses and make sure that they are not dead, but skillfully feigning death. After this, you part with Orris and can tell the King about the results of the observations.

Returning to the King, you will receive a new task. You must talk to several victims who are in the hospital in the Old Mormon Fort. After talking with them, you will find out that they were attacked by NKR fighters. Return to the King and tell him about what happened, he will be very concerned about such lawlessness and will ask you to look into this situation more deeply. Now the main character will have to deal with NKR humanitarian supplies to Freeside. First, talk to Julie Farkas at the Old Mormon Fort. She will send you to Elizabeth Kieran in the Ruined Store to find out which of the Kings was trying to disrupt humanitarian food supplies to Freeside. If you want to remain on good terms with the NKR, you need to find out a number of additional information. You will find out how the confrontation between the NKR and the Kings began. One day, the King’s bandits attacked a humanitarian convoy and offered mutually beneficial cooperation, but the NKR refused. This began the confrontation between some bandits of the King and the NKR. The King himself, however, knew nothing about the independent activities of his subordinates. When you return to the King, Pacer will approach you, he will argue that you need to hurry, because... The clash with the NKR will soon begin. The king asks you to resolve the conflict between him and the NKR, because... he did nothing to worsen the relationship. Immediately after this conversation, one member of the Kings' gang will talk about a skirmish between some Kings and the NCR near the train station. Go there to resolve the conflict. As you approach the site, you will see a Pacer trying to hide and several killed Kings. To resolve the situation peacefully, you must first hide your weapon and talk to Elizabeth Kiran. Otherwise, a shootout with NKR fighters will begin. Return to the King. For completing the quest you will receive experience points and a reward of your choice. As a reward you can receive:
Entering the Strip without a credit check;
The King's jacket and influence in the King's gang;
1000 bottle caps.

I recommend not wasting the king's wish. If you start playing as NKR, Ambassador Crocker will tell you to stop the violence in Freeside towards NKR. Approach the King and tell him the conditions. Or you won't have to run much.
