This is another easy one that can be unlocked in the main menu of the game.
Here are the steps I followed to unlock this one:
1. In the main menu press the right toggle to get to the news and activities
2. Go to "News"
3. Select one activity of a friend and press A
4. Rate his/her activity with a thumbs-up / thumbs-down
5. Achievement unlocked

Bit of a pain - because you have to wait for a friend to post a News item before you can get this one.
Anyhow, start by pressing the start button
on your Dualshock controller.
From the mini menu, use the

button to move to the "News" menu (represented by "Newspaper" icon).
Use the

buttons to scroll down to a Friends news item (one that a person on your Friends list has posted).
Press the
button to access the next menu. Now use the or buttons to scroll over to the the "Thumbs Up" or "Thumbs Down" (represented by the appropriate icon), press the button to give the News item one or the other & the achievement should pop.
While you're there, you can scroll back to the "Comments" (represented by a cartoon talk bubble icon), add a comment, and pick up the Thoughts? in FIFA 15 Trophy.
