How to unlock the Over the Moon achievement in FINAL FANTASY IX - Definitive Guide
Only 4 moonstones exist in game!
You do not need to have all 4 at once, just have each one at one point or another in a single play-through
Moonstone 1 : Impress 100/100 nobles and talk to Queen Brahne when you gain control of Steiner for the 1st time
Moonstone 2 : Conde Petite Sanctuary Path, there are 4 pedestals to find each with a key item, after finding all 4 go the screen right of the moogles and interact with the large pedestal
Moonstone 3 : During the friendly monsters side quest you will need to find a Friendly Jabberwock, the forest directly east from Oeilvert is your best bet to find one imho, feed him an emerald and you'll get a moonstone intended for the next friendly encounter
Moonstone 4 : Bought from Stilzkin after the obtaining the Invincible in Alexandria/Steeple

I wish I knew this sooner about the one with Steiner. Now I'm definitely forced a second playthrough! Oh well, on that one, I would allow the boosters. My first playthrough is staying legit the hard way.
Anyway, upvote for this solution!

The solution is spot-on, unfortunately I forgot about talking to Brahne as Steiner until WAY later in the game, so I will need to do another playthrough to get this.
I tested to see whether getting a particular moonstone you missed in a different playthrough would count, but it does not, all 4 must be grabbed in one playthrough.

There are a total of 4 Moonstones in the game and you must collect all of them to obtain this trophy. You don't necessarily need to have all four of them in your inventory at once, simply having collected all four is enough to obtain this trophy.
The locations of all four Moonstones are as follows:
In the very beginning of the game during the sword duel mini-game during the performance of I Want To Be Your Canary, impress all 100 nobles. See A Round of Applause for more information on the sword duel mini-game. Afterwards, when you control Steiner, head upstairs to where Queen Brahne was watching the performance and speak with her and she will give Steiner the first Moonstone. *Important Note*: This is the only opportunity to get the first moonstone once Steiner climbs the tower and the cutscene plays when he chases the princess and Zidane it is no longer possible to get it.
In the Conde Petie Mountain Path, there are four coloured stones you can find - the Red Stone, Blue Stone, Green Stone and Yellow Stone. Once you've located all four, place all of them in the statue in the screen to the right of Suzuna and Stiltzkin and you will obtain the second Moonstone.
Giving an Emerald to the friendly Jabberwock will reward you with the third moonstone. See Mister Nice Guy for more information about friendly enemies.
A fourth Moonstone can be purchased from Stiltzkin in the Alexandria Steeple after the events in Terra. See Driving the Hard Bargain for more information on Stiltzkin.
Once you've obtained your fourth and final Moonstone, you will obtain this trophy.

Only 4 Moonstones exist in the game, and some are missable, so be warned!
The first Moonstone is obtained at the very beginning of the game. You will enter in a sword fight performance where you must press buttons that your fellow performer calls out. Once you complete the performance, you will receive a short review of your performance based on how many out 100 nobles you impressed, and whether or not you impressed the Queen. Repeat the performance until all 100 nobles and the Queen are impressed. Not long after this, you will find yourself in control of an armoured Knight. Talk to the Queen to receive the stone.
The second is encountered much later, after spending some time in a Dwarf village (Rally-ho!). Along the path at the exit of the village are 4 coloured stones. Be sure to interact with each of them, and place the stones in another place further down the path (but still in the same area). You will then obtain the second Moonstone.
The third moonstone is part of a trading quest, known as the Friendly Enemies Quest. On the Forgotten Continent it is possible to encounter a friendly Jabberwock, who will request an Emerald. If you are doing these quests in order, you should have received one from the previous Friendly Enemy. Upon giving the Jabberwock the Emerald, they will give you a Moonstone.
The fourth Moonstone is a reward as part of an investment quest. At the beginning of the game, a Moogle named Stiltzkin, wearing a leopard-like headband will go on a journey. When you meet him on his journey, he will offer 3 items at a set price. You must buy these items each time you encounter him. The locations are thusly; Burmecia, Cleyra, Fossil Roo, Conde Petite Mountain Path, Alexandria (Once you return), Oeilvert, Bran Bal, Alexandria (After you return with your nice new ship). When you encounter him for the final time, he will sell a Moonstone. Note, however, that if you already have 99 of one of the three items he is selling, he won't sell to you until you have space.

There are only four moonstones in the game, so this can be missed. You don't need to own all four at once, but you must collect the four listed here. These are all mentioned in the missable walkthrough as well, so again, follow that for success.

One of the moonstones can be obtained at the beginning, after the fight between Zidane and Marcus (100 out of 100 spectators should be impressed) when you play for Steiner for the first time, after the first dialogue with the queen, approach her again and she will give you the 1st moonstone.
