This is the first sidequest in Chapter 1. At the motel on the way to Galdin Quay. Once you deliver the package for Cindy there will be a guy with a yellow circle around him.
He will tell you to go find the Hunter leader. Turns out it's Dave. He is found to the left of the area.
He will tell you about the importance of dog tags and ask you to find one.
Head to the bottom of the area on the other side of the road. Follow this area around to find the dog tag.
