Requirements for this are a bit vague online so I'll clear it up a bit.
You need to take control of the machine guns in the Keycatrich Ruins. Do this by warping into battle by taking out the machine gunner first then take control of the gun and kill as many enemies as you can. It is easier to do this early in your playthrough because after you level up a bit your teammates will be able to kill the enemies before you can.
You do not need to get all ten in one playthrough. Just keep redoing Chapter 2 until you have accumulated 10 kills with the gun. Also, it will not count the kills if you get a few and then restart the game. You must get the kills, proceed forward to finish the level. And then do the whole thing again. It does not count your kills until it gets to a savepoint (except for if you surpass the final kill for the achievement during the battle).

So for the second turret, is it just glitched in general where it doesn't damage people or is that me?

This achievement is definitely glitchy, you can see from the low number of recent winners. I had no problems with the turret doing damage but the achievement would not pop, even after completing the same section of Keycatrich Ruins of Chapter 2 multiple times, counting multiple kills each time.
The solution for me was to complete the game and all achievements except this one:
I then deleted my local and cloud game save
Started a new game
Played through to Keycatrich Ruins
Completed the turret parts and let the game save after the results screen
Exited to the TITLE SCREEN
In the Load Game section, I hit the rewind button for the save and loaded back in
Then this took me back to the start of the Keycatrich section. As I played through it a second time the achievement popped.
The solution for me was to complete the game and all achievements except this one:
I then deleted my local and cloud game save
Started a new game
Played through to Keycatrich Ruins
Completed the turret parts and let the game save after the results screen
Exited to the TITLE SCREEN
