I am not sure how many stages in the game have enough bubbles to make this achievement possible, but I can confirm that it can be done on stage 9-10.
It may be a bit tricky at first, as you have to survive long enough for all the bubbles to spawn and you must avoid accidently killing a fraction of them if they are separate from the others. It may take a few tries, but it isn't too difficult.
