Arrows, once you learn how to avoid them, are pretty easy to avoid and to kill. The trick with this achievement is to find a place that has 30+ at one time.
For this achievement, I used stage 7-9.
Unfortunately, the bomb in the stage that kills all enemies does not work for the achievement.
Ignore the bomb, run around the stage until the arrows all congregate together and kill them all with a dash attack.
