I obtained this easiest on Mountain Arena. Gain hits and boost until about half the time has elapsed, and some of the field of vehicles have been destroyed. Obtain the flag before 66 seconds remaining. Drive Flatout around the outside wall of the arena, avoiding all vehicles with simple steering. The AI are terrible at predicting last minute steering changes either above them, or below them, on the wall. If you held the flag continuously for 66 seconds or more, the Achievement should be yours.

This is also achievable in a private match online. My boosting partner just let me grab the flag then we waited the 66 long seconds for the achievement to pop.

Just to add to this solution. Having pretty much aced the game I was struggling with this achievement. I found the following settings worked well:
Desert Arena
200% nitro
50% damage
For car you want the fastest acceleration, I could the classic class "Avoid Scoundrel 'Zen'".
Basically when the game starts grab the flag first, you start with some debris you can run over for some nitro and you can 9-times-out-of-10 get it first then head straight to the edge of the bowl and do loops around. The AI will be a little clever and will try to T-BONE you, keep you eyes on the mini radar and just keep turning (small inputs) from left to right. They will slow right down when they see you change direction slightly enough for you to avoid them.

In Keep the Flag Mode you need to battle the other cars to hold the Flag. The flag will be shown above the car that currently has it and to take it from them, simply hit them.
