I've done this like a million times and its not unlocking, same for the one with all 4 feats

it popped for me after changing all 4 and backing out to the screen where you select the load outs. then moved to the 3rd load out.

Another simple trophy to get, but to attempt it you must first reach Reputation 1 with any hero. Once you are at this level, select your Hero, then Customize. You will see in the middle of the screen the loadouts for that hero; simply select another loadout available (2 or 3) and pick anything you like.
