You get SaberSense chips from enemies, boxes/canisters, lying around places....
Collect 5000 of them to earn the "Wealthy Agent" achievement, and then just spend them, plus 5000 more (The total is listed in the top left corner under your health bar), and the achievement will pop.....

You will get this as you are going for the Master Agent trophy. Simply buy stuff (ammo capacity and character upgrades only if going for Master Agent) and you will get this trophy fairly early on in the game.
