You need to purchase all Cobra characters for this achievement. They are Baroness, Destro, Storm Shadow, and Firefly. They cost 15 points each.
You must first complete the game (on any difficulty setting) and play the last bonus mission to unlock them. You don't have to play all bonus missions, only the last one.
Once you purchase the last Cobra character, you will unlock the achievement.
BTW, Baroness is a great character to use in this game (e.g., for your Insane playthrough) and I recommend unlocking her first.

achivo might be glitched after i beat storm shadow i aborted mission he wasnt found, then i beat the whole level tho i could not fight storm shadow the game said he was unlocked but in the team roster no where to be found. beat the whole level and do not die or else you might not get storm shadow

You must use unlock all COBRA characters first. You unlock three COBRA characters for completing the final bonus mission which is unlocked after completing the final story mission. You unlock Storm Shadow for defeating him three times (See Storm Shattered). After unlocking all the COBRA characters you must purchase them in Team Roster. COBRA contacts include:
Baroness
Firefly
Destro
Storm Shadow
