Times Square and the Museum are the BEST places to rack up some property damage, with Times Square taking the cake for the most. By the end of the Times Square level of my second play through, I had $2,004,906!
Any cars you see, torch 'em. You definitely want the buses, trucks and any police trucks. Go crazy! Any of the street sections will give you plenty of bucks, especially after you acquire the Boson Darts and have to follow Ray with Stay Puft chasing you. Boson Dart the crap out of everything, it's much quicker.
And here's something I found out in the Museum. When I entered the Civil War section the first time (when Ray becomes possessed over the walkie talkie again ... hilarious!) I destroyed everything in the room. It might be the second best place for money. The cannons are worth $20,000+, and the uniforms also cost a pretty penny. But here's the kicker ...
I destroyed everything first, before fighting the Confederate and Union ghosts, then when the ghosts came, EVERYTHING HAD RESPAWNED! I destroyed everything again, dollar amounts still accumulated. You pretty much double your property damage! Just make sure you don't go too far towards Peter and Winston at first as that will trigger the cutscene and the ghosts.
Destroying these two places, as well as a lot of stuff in between and after (the big Egyptian statues are worth a lot, too), will definitely ensure the achievement for you.

I've now realized that the respawning of destructible things respawns whenever you backtrack after a cinema segment. A nice thing to know ...

By far the easiest way to get this achievement is to destroy all of the BUSES, CARS and TRUCKS with the BOSON DART before the OPERA HOUSE. This will net you around $400,000 in damages. All you need to do now is go to the menu and RELOAD CHECKPOINT, destroy all the vehicles yet again as you will retain your previous damages and repeat until you have $3,000,000. Then you will need to replay* the final boss battle or continue playing your campaign until the end, your choice.
* Can only confirm playing through campaign will unlock achievement. If anyone can confirm skipping levels works then please comment.

Just got this. Thanks for the solution.
You should mention that you need to do a Reload Checkpoint one more time after you reach $3M in damage in order to save it. Then you can quit out as soon as the checkpoint starts over again. I did a Quit to Main Menu right after reaching $3M and when I checked just after loading the final boss, I had only $2.7.

You don't have to get this on your first time through. I was able to go back and replay missions until I had over $3,000,000 in damage then replay the final battle.

thanks for mentioning this. i am at the final level, but not really that close to the $3000000 damages, and i was curious about wheather or not id be aloud to just replay missions or not.

I found this one out by accident, figured I'd share. The area right before you fight the opera singing ghosts in Times Square, there's about $200,000 worth of cars and property to damage. Since I kept dying on the area on professional, I had to replay it a bunch of times and ended up tallying up a damage bill of almost 2 million by the time I was done. Simple as that, you could just die and replay it to get the achievement or reload the chapter.
Don't know if this will help many people but if you have finished the game, load up "Shadow of the Staypuff" in Times Square on Casual. As soon as the cut sceen begins press start and shoot all the vehicles you can see, there are some trucks and buses in the distance as well you can get with a little maneuvering. Ignore the marshmallow man until you destroy the vehicles, then shoot his minions and hit him with 3 Boson darts, after the cut scene run behind you shooting vehicles again, until you cannot go further. Here take your time again, make sure you get all the vehicles and shoot a few boson darts at stay puff again, you will run away once more, destroying vehicles as you go, by now you should have gotten most of them but just sweep your beam over them to make sure. Unload some more boson darts at staypuff and when the building opens up run inside until you get the cut scene, then you can quit out and reload if needed. This method got me 1,130,000 in 4 min. so it should only take 2 more plays. Start up "Cross the streams" in the Central Park Cemetery on Casual. Take out the architect and grab the achievement. Depending on how quick you take out the boss, maybe 20 min. max.
My biggest suggestion on this is to do this on Professional Mode and in the Times Square level. The basic idea is to do the first part, destroy the buses and the police cars definitely, and you'll get about $200,000 worth of damage if I remember correctly. Then, die on the ghosts ahead (and trust me, you will even out of normal play), then take advantage of the damage staying there even though you restart, and repeat until you hit $3M. Then, play through the game normally and beat it. Instant trophy.
