Firstly, I would strongly recommend completing the "Walk the Human" Event in Goatroit. This quest gives you the Leash Item which can be used to pull multiple items, including vehicles effortlessly.

The Event you are looking for featuring the Trojan Goat (The giant wooded goat on wheels, for all you kids who have never heard of Homer's Illiad) in quest is "Equestrian Quest" in the Mount Olympus sector of the map. If you are having trouble locating it, synchronizing at the tower will make it appear right away.

If you have already completed Equestrian Quest, the Trojan Goat will now spawn at the top of the hill you brought it up.

Your goal is to get the Trojan Goat all the way from its spawn location to the Tax Exemption Hall in the Southwestern tip of the map. You can lick the vehicle to grab it, or latch your leash onto the vehicle with , and drag it off the Southern side of the island. You can now swim straight to the beach outside the TEH. Make sure the Trojan Goat is on dry land (it's very bottom heavy and almost impossible to flip), hop in and drive around while the security system for the grounds kicks in and fires at you. Once an anvil hits you, you will flatten like a pancake, and the achievement is yours.
