You can get this near where you first start out. There is a small park next to the train tracks where there is a small pond. Make sure to keep swimming down after diving and not just floating underwater to keep losing breath.

Once you drown this achievement is yours

Just go up north as if you were going to the strip and jump your car off into the water. Easy 10G, and one more floating body into the ocean. ??

Easiest way is going to mission Wu Zi Mu. Right at the beginning, jump off the fence and let the car go deep down the river. Easy 10G!

If you do this DURING a mission then you will get the achievement to pop and won't lose your money/ammo/guns as the mission fails and you can hit restart mission.
If you do this outside of missions in free-play then you will lose ammunition (and guns) and some money unless it's the very first time you've died in the game.

Easily obtained right out of the gate. Simply head in one direction until you hit water, then get in and press and hold the down. Keep him under water until his Lung Capacity runs out, then he will slowly lose energy until he dies.
