You could follow the other solution, but I tried similar and failed pretty hard, I'd just kill a bunch of cops and never go to 6 stars or would die or something along those lines. However to do this one you'll need to have beat the mission 'Black Project'.
For me, this was very easy to get, literally took 2 minutes, at area 69. Once you enter you automatically get a 5 star wanted level, there is two tanks inside these hangars according to comments they don't spawn until after you've beat 'Learning To Fly' (flight school). Anyways get inside the tank, drive just outside the hangar through the vulnerable fence and shoot the FBI cars (press
to fire the tanks missiles), the helicopters, etc, if you kill them all drive down the dirt trail a bit and a bunch more should spawn in, keep killing them, you will get a 6 star wanted level in no time with no challenge. You will also be boosting your way towards the Los Santos Killer achievement (4k kills) and the Max Respect achievement, as killing LEOs increases your respect. Happy hunting, and please comment if you see an issue with my solution, it worked 100% for me.
Made a video for those who prefer it, I messed up the render settings though so theres a box around it :s, i would watch in fullscreen / 720p.

UPDATE- The tanks only spawn after the mission "Black Project". You might wanna add that to your solution so someone like me doesn't waste an hour of my life looking for a tank.

I would like add my own solution. Once you have unlocked the Las Venturas area (thanks AngelTiddles, I completely forgot put this on the solution):

You will able to acces to the Area 69, there's some of watchtowers. You need steal an airplane and go to this place:

Just a note for you, this place isn't accessible until further in the game when the area unlocks, you might wanna put that in your guide. I'll give you positive rep though because it looks a great solution and I'll try it once I can access the place.

The way I got it doesn't really require anything other than entering a police station. I used one of the ones in Los Santos and simply went down to the jail area, picked up the handgun then camped at the corner with my gun aimed towards the hall. Every time a cop would run up I'd automatically target their face and take a shot. Maybe 2 or 3 minutes and I was up to 5 stars, then 6 shortly thereafter.
There are other faster methods I guess but this way you can get it relatively quick simply by camping and probably at the start of the game. There's an armor in one of the cells and you can pick up any guns left by the cops.

Followed your guide perfectly, after 10+ minutes I was still at 4 stars. I was getting like 4-5 officers at once, dispatched them all with headshots and still nothing.

That's strange...I was ranking up stars pretty quickly myself. I'm sorry to hear it didn't work =/ I forget when I did it in the game, perhaps getting up to 6 stars is locked until a certain point? I remember one of the other GTAs was like that.

I got this Achievement after a few attempts in a nice little area near the Ammu-nation in Vinewood.
I basically only had an AK which can be picked up by doing Gang Territories, a Pistol and Grenades bought in Ammu-Nation and some Body Armour. Total cost of say $1700
After exiting the Shop start making your way across the street to the little construction area its a one way in only area so apart from the Cops roping in there's only one way in.
On your way shop Civilians and Cops then hide out inside the Construction area picking off Cops with your AK and blowing up Cop Cars with your Grenades until the Chopper shows, this is where you have to be on your guard as they fast rope in and while they are not hard to kill your distracted long enough for other Cops to sneak in.
Took me maybe 5 minutes to get it.
It might take a few attempts but its very much do-able.
Obviously if you can wait, later on in the story it would be easier.

"You can kill 2 flies with 1 hit", if you follow my guide. What do i mean? So, get an Apache helicopter (there are several solutions for that on the " What the City Needs" achievement page) and start do the Vigilante mission. It's pretty easy to do with the chopper, because you don't have to follow any routes and the police can't distract you. After you reached level 12 (and the other achievement popped up) you will probably get a 5 stars wanted level. So just continue killing the cops and choppers until you get a 6 stars wanted level. It took me 5 minutes after i completed the Vigilante missions.

Once you reach Las Venturas, save outside the Four Dragons Casino then buy an M4. There is some armor in the archway just in front of the hedge near you at the casino. Start by shooting everything and concentrate on the tougher cops as they approach. If you run into any difficulty simply run to the save point, save and start again. I found this method super easy and relatively quick.
With this method it helps to have done to 12 levels of vigilante and 12 levels of ambulance to boost health and armor.

Easy way to earn this is to go to four dragons casino entrance. Since you are trying to achieve 6 stars, you should be having a rocket launcher with you. Just wait for vehicles to pile up near the entrance. There is traffic signal right outside the casino else park a car to block the path. when atleast 3 or 4 cars have piled up, fire 3 or 4 rockets. This should give you instant 3 stars. Now run into the casino and start shooting innocent people in there. Eventually the casino bouncers start to shoot at you but they just have a pistol and cant do much damage to you. The innocents and bouncers keep spawning as you move around the casino so just have your lock on pressed and keep shooting people inside the casino and you will get 6 stars in no time. The advantage is no cop will ever come inside and you can pretty much get it without any troubles

I just did this in about two minutes.
Head over to the Los Santos police station (across the street from a town square-like area, before you get to Downtown Los Santos). Once inside, take the first right into the locker room and pick up the armor. Head further back into the shower for the double ended dildo (optional. lol). Then go back into the hallway you came from, make a right, going further into the station. Make another right down to the holding cells. Shoot the folks held in jail cells. Hold your position as officers come down the stairs to kill you. The middle cell has armor, just in case. Keep shooting the cops and the achievement should pop in no time.

I found an incredibly easy solution in San Fierro. There's a Patriot military car on the end of a pier on the east side of SF. You can find it using the Legitimate Business collectible car map.
Simply enter that restricted area to initiate a 5-Star level and take cover at the end of the warehouse, this will allow you to take cover easily as a stream of low level cops come your way, many of which spawn atop the Navy ship and can be easily popped from a distance or who fall into the water.
After 5 mins of killing cops with SMG rounds I was up to 6 stars. Easy.

This is a much simpler yet lengthy way to achieve this!!!
So as in other guides, unlock Las Venturas and Beat the flight school, you should have a small plane at start, if you want faster vehicles beat the game or progress, (it goes jetpack, helicopter, then hydra)
Take a jetpack/hydra/helicopter/plane to the military base near by the airfield/Airport (if you don't know where it is look around the eastern area of Las Venturas). You should resieve 5 stars. Make sure not to get shot down by oncoming rockets.
Head into the hangar and grab a tank, and stay inside the base, do not drive it out. Once you get the tank sit and wait by a gate for FIB vans to spawn and try to get in by driving into the unbreakable fence. shoot them as they get close, once too many blown up vans are at the fence (too many as in the game begins to lag or the FIB can't make it to the fence) drive away and come back (cause draw distance is very small in this game) and they'll all be gone. You will not get shot by anything. this is lengthy but it eventually works and it's completely safe
Other strategies take a riskier yet faster method of doing this, instead of staying in the base head out, vans will blow up when they slam into you and you can shoot when needed too. I couldn't get this to work as my tank always ended up getting destroyed and I'd die.
The achievement should pop and you can get away with a nice 50g

Easily obtained when going for Vigilante by the Rhino Tank method; if you did not use this method, steal the Tank from the army base in Las Venturas and blow up every cop car and helicopter around you.
