Firefighter missions are by far the easiest of the vehicle missions.

You have to taken over 19 or more territories before start this final mission. (Menu / Stat / Gangs / Territories taken over...)

For this Achievement You need to complete all 95 story missions. The final mission The "End of the Line" is one of the hardest levels, but by the time you reach it you will find it easy... I recommend putting on Lock On Targeting in the settings from the get go, this makes the game way much easier.

This my old GT! I recently completed it with 90 missions completed. I think I did some optional missions which counted to the counter on ThreeFullStops. So I think 90 is more accurate as I only did 1 side quest and that was flying school!
