In order to get 100% completion you need to do the following...

Main Story Missions:

Purchase all of the Properties:
Look for the Green House symbol on the map, these are all of the houses you can buy.

Purchase all of the Businesses.
There are three different businesses to purchase.
Zero's RC Shop
Wang Cars
Abandoned Airfield

Complete 50 Taxi missions:

Complete Vigilante Level 12:

Complete Firefighter Level 12:

Complete Paramedic Level 12:

Complete Pimp Level 10:

Complete Freight Level 2 mission:

Hidden Side Missions:

Ammu-Nation Shooting Challenges:

Driving Schools:

Asset Missions:

Hidden Courier Missions:

Street Races:
In total there are 22 different races to complete ranging from street racing to air time trials. You just need to win each event and have some sort of time. The air events scoreboard glitched out for me when I was doing those, said I won all of them with no time before I finished all of them. I completed all the air races and it fixed itself. Look for the chequered flag icon on the map. The chequered flag in Las Venturas Airport are the air races.

Gym Moves:
In total there are 3 different gym moves to learn. You will need a strength of over 35%. Go to each of the Gyms and complete the instructor mission to learn the move. Look for the Dumbbell icon.

Collecitibles:

After doing all of this you will have gotten 100% completion. I followed the online checklist over at https://www.gta-sanandreas.com/guides/100percent/index.php

So I’ve done everything and one of my snapshot isn’t showing up it’s the last one I need and every time I go to the location it’s not there. Anyone of any idea how I could make it appear? Tried different times

WavyGopal you need to directly aim at location of snapshot. Check where exactly is on video. Couple of them didn’t appear at all for me but I managed aim directly at them and take snap. Recommend to do the same. Hope it will work for you as well. All the best!

Is everyone else still having issues with Blood Bowl? I've done everything else in the game and am at 99.47%. I can complete Blood Bowl first round and it brings me outside the stadium. No change in percentage. If it try to go back in or save the game crashes.

I made sure blood bowl was the last thing I needed for 100% saved the game on all my save slots. I didn't have any issues with the game crashing.

Blood Bowl is definitely glitched. I managed to save my game after a few attempts of doing it all over again and saving by going to another island to save. Maybe I got lucky, I'm not sure. I did Blood Bowl and all the other activities before finishing the last few missions. The 100% completion achievement popped after the credits rolled. I would suggest leaving the area of the Blood Bowl to save or go do another activity and save after that new activity and you should be good to move on with the game.

Imagine doing everything in the game and getting to this point and not being able to do anything about it. Stuck at 99.47% and no one is giving any feedback on this. I'm overly annoyed at this point. Another game I have to shelf until I get wind they've actually fixed this catastrophe of a game.

To anyone that wonders why they haven't got 100%. You also have to have 35% with Millie so you can get the key to complete Breaking "The Bank At Caligula's." To avoid the mission crashing the game, DO NOT USE A VENDING MACHINE.

Blood Bowl always crashes my game, first i was at 98.40% then after i finished BB i had 98.93%.
When i safe the game it crashes, and puts me back to 98.40%.
Any solutions ???

@reyycist "They Can’t Stop All of Us", "Who Needs Directions?"and "Assassin" are missable, because they are story / mission releated.
Besides those three you can unlock the achievements, even after you finish the story.

I found out that i´ve didn´t finished bike shool, so now i´m at 98.93%.
I checked:

Boat school: all gold

Bike school: finished

All races: 1st place

Both bike challenges: done

Millie: 74%

Of course no Blood Bowl because of the 99.47%

Flying school: finished but not all gold

I acquired everything (Burger Shot etc)

Helena just called me, and now i show her the .........

I have all collectables

I learn all fighting moves

All chiliad races done

What am i missing ????

My statistic says 142 missions finished.

I had issues I were stuck on 99.49% turns out it was the stupidest thing I missed the first lot of fighting moves in Los Santos i was playing on a older save from green goo mission and just thought go to Los Santos and do gym moves to see if I get progress I did, so reloaded my end of line save went to Los Santos learnt the moves (even though I swore I had done it) and boom unlocked was actually that happy I uninstall the game and went on game pass to see if vice City was added haha

@GamerType1000 you need 144 missions for 100%… at least that is what it says on my 100% save file under “missions passed”. I came across the same issue as I was at 143. The last mission I was missing was “Breaking the Bank at Caligula’s”. I hope you can easily find what missions you are missing.

I really don't know what I might be missing, I'm stuck at 99.47%.

All missions (144 missions)
All driving schools completed (not all gold)
Vehicle missions (firefighter, vigilant...)
Ammu-Nation challenge
All collectibles
All stadium challenges (4)
Street races all of them i got 1st
BMX, NRG and Chilliad challenges, asset missions (3)
import/export vehicles completed
Hidden Courier (3)
All properties and business.
Millie Perkins 51%
The only thing I'm not sure about is the 3 gym moves -- I've learned them 3 times each -- every time I go to a different gym, the movements are replaced and I don't know if that's normal.

Ha Yahweh I was in the same situation (99.47%) and turns out i was missing the hidden side missions at mount chiliad (the mountain bike races). Just did them and the achievement poped.

One is in South Las Venturas, and the other are Nort East Las Venturas.
There are only 2 checkered flags on my map, but they are 22 combined.

Well, I've ran into an issue. I didn't learn the gym moves because I didn't know they counted towards 100%, but now I'm stuck because my muscle is too low and I somehow acquired the "gym glitch" along the way without knowing. So I now have to find a way to fix it so I can work towards the last part of my 100%.

Stunt jumps are not required for 100 percent completion in San Andreas. Where as 3, Vice City along with GTA IV and GTA V required stunt jumps for 100 percent completion.

I read somewhere(game guide forum) there is a quest that you get from a girlfriend. That is missed... Was some similar % he was stuck at too.

Get millie your girlfriend up to 40 percent and she will give you a key card that allows you to do the final mission bank heist

And now i have to find out what else i´ve been missing.
It´s not Millie Perkins or the heist mission.
I did all Mount Chiliad races, and all vehicle and flight races too.
I bought everything.

@A DEAD B0DY MAN massive thanks man, one massive flaw with this guide is that getting to 40% with millie to get the keycard for the casino heist is OPTIONAL and not part of the main story missions so it can slip by if your not paying attention. i dont believe its mentioned anywhere on the checklist or this guide so i was very confused why the heist wasnt showing up

Went through the entire checklist multiple times. Doublechecked all the assets for the courier missions, I'm sure I did breaking the bank at the caligulas. I'm at 98.93% missing blood bowl which crashes my game, and one other thing I can't find.

I've passed 142 (143 with blood bowl) missions.
I can't seem to find everything on my stats screen though: chiliad races don't seem to be listed but I've done all 3 of them twice each. Freight train mission I know I did but I couldn't find it in the list either.
Is there anything that really is not in the stats screen? I don't want to re-do every race, vigilante/ambulance/fire dept/taxi missions etc. for this one thing I'm missing if there's another way.

Turns out it was the boating school which I had partially completed.
I'm not sure if I only met the requirements to start part of the missions before or if I just left before finishing them all. I did keep track of everything on a checklist but we're all prone to mistakes I guess

Done the last mission and am stuck at 99,47 percent.
Checked all Races, done. (went to every flag and checked position and time, also got the 1,000,000 after the last race)
Did the Chiliad Races twice.
Did Firetruck mission twice.
Did all stadium events twice. (4/4)
Checked all schools, most all gold.
Stats also say I got all collectables and sprays. (50/50, 50/50, 100/100)
And yes, I have done all missions. (144/144)
Bought every green house (marked on the map) and own every property that gives money, so there is also no mission left.
I also learned all 3 fighting moves twice.
Stats say I am at level 10 of pimp, was one of the first I did.
BMX and NRG done twice.
Ammunation done at least twice (4 weapons)
51 taxi fares.
Got Millie at above 35% for the keycard and did the mission.
Maxed out all weapon skills.
Conquered all gang territory.
Import/export done 30/30.
Done quarry (can collect money)
Done trucking (can collect money)
Done freight (train) twice in one sitting.
Done all 3/3 deliveries (can collect money)
Done Valet Parking (can collect money) twice.

Things I have NOT done is getting every girlfriend to 100% (not required)
all Stunt Jumps (not required)

I also read, that there can be an error with the spray tags, that they show finished but they are not. I went to all locations twice and could spray some of them to the end until I hear a chime. Was full of hope but in the end there was no change in the percentage...

Have I glitches my game completely or I there still hope?
Got all achievements except for this one and starting again after 100% of course...

There has always been a 100 percent game completion achievement for every Grand Theft Auto game except San Andreas for the Xbox 360. This was due to rushing a replacement for the Xbox Originals and having very little time to get an achievement list approved to meet the requirements.

FYI: Red Dead Redemption, Bully and LA Noire even have a 100 percent completion achievement too.

Yes. These collectibles are required for 100 percent too.

Also you need 50 snapshots to unlock the weapons for San Fierro garage and 50 horseshoes for the weapons at Four Dragons Casino.

Leave the blood bowl for the last one (I had 99.47% or 99.57% completenion before doing it) and everything will be fine. You don't have to save the game after reaching 100% - achievement for starting a new game will pop naturally.

Yeah all done with completed times.

Just noticed that the Fire Truck missions don't appear in the stats and wondering if I died after completing it and quit/reloaded before I got chance to save.... will report back.

Goddammit it was the Fire Truck missions!
I definitely did them though so no idea what happened or why they didn't save - I was definitely running through fire without damage during the rest of my playthrough as "fireproof" is the reward.

Weird and is 2 night wasted redoing everything else - but now I can do Blood Bowl and grab the 100% achievements, phew!

Oh well, got there in the end.

I just said to someone else above - ride the bike that spawns at the bottom by the hut up to the top and then get off it and on again at the start line between the allowed times.

It doesn't have to be the one that spawns up there.

Don't sweat it, I just spent 2 nights redoing all the collectibles, races, events, deliveries etc as I was stuck on 98.93% and missing something - it turned out it somehow hadn't saved my Fire Truck missions. Doh!

Check the airport races? Make sure you have a time registered for all of them.
The arena in Las Venturas, it has 2 events and not one like the others have, one is accessible on Monday and Wednesday, the other one on the other days of the week.

I'm currently suffering the the airport checkpoint races, and pulling my hair out over Barnstorming.

You only need to complete the first stage which is 1 minute. Once you reach the 1 minute, it will count towards the 100 percent.

I did the last Chilliad race to push me from 99,47% to 100%, gave the note extra weapons and upgrades are available, a Hydra spawned at the Safehouse and congrats on 100%. Didn't save it just immediately started a new game from the pause menu.. game crashed BUT it gave me the "...Here we go again achievement" so this should work for others too.

Check San Fierro Blood Bowl. That is the one most people leave for last due to a save bug that will cause issues.

Hard to know what you are missing without any info. Especially since I ran through it with a checklist and can confirm the 100 percent is indeed working properly.

I played after title update 1.02 and avoided the bug. Playing on Xbox Series X. Got my 100 percent and other achievements including taking over gang territories with infinite ammo.

The issue occurred after title update 1.03 which brought the bug back. Better safe than sorry which there are also reports of Breaking The Bank At Caligula's where people cannot progress further.

Grove Street Games was the one who developed the ports. Never addressing the issues from the Xbox 360 port and bringing them into the Defective Edition ports.

Ugh, I've only got 100% to go and I've spent the last 2 nights stuck on 98.93% and redoing everything on this list and I'm apparently missing 1 thing other than Blood Bowl.

1st in all races, won all 3 stadium events (except Blood Bowl), won the Low Rider event, all 3 gym moves learnt, completed freight to level 2, won all 3 chilliad races, all businesses owned and can collect money from them, all safehouses bought, all driving schools done to at least silver, all vehicle missions done to max level, BMX/NRG challenges done, Heist missions completed, all collectibles done and I even redid the tags again as I read sometimes they can be counted but not be sprayed fully for 100% but that made no difference either.

Have no mission markers and no properties left to buy - I'm at a complete loss!
Completing Blood Bowl leaves me at 99.47%.

Guess my game has glitched somehow, how f`kin annoying!

Ride the bike that's at the hut at the bottom of the mountain up to the the top, then get off and back on again at the start line between 7am-6pm and it'll start the races, you don't need to have one spawn at the top.
