You need to be a female character to be in a relationship with Kurt. You should make a backup save before initiating any relationships, so that you can unlock multiple of them with a single character. As per the Roadmap above, choosing a male character for your first playthrough will allow you to unlock "Minundhanem", "Love and botany" & "Love and the sea" with a single male character, then Guardian of love with a female character in another playthrough.

To be in a relationship with any of your companions, you need to have completed all of their companion quests. Kurt's are; Missing in Action, Amongst the Ghosts and Settling Scores.

You will also need to make specific dialogue choices after completing each quest by speaking to him. These choices are, after completing 'Missing in Action', speak to him and when prompted select the option "Tell him that it was so that you could understand him better". After completing 'Amongst the Ghosts', speak to him and when prompted select the option "Tell him about a childhood memory with Constantin". After completing his final quest 'Settling Scores', speak to him and when prompted select the option "Tell him you hope you will be a part of it".

After all his quests are complete with the correct dialogue options chosen, speak to him again and he will offer to meet you upstairs in one of your safe houses. Agree to this, then go there and go upstairs to trigger the cutscene. Afterwards make sure to choose the dialogue option "Tell him you love him too" to be in a relationship and unlock this achievement.
