You must first achieve level 7 before you are able to purchase this Construct for 30,000 XP. And to clarify, it's not mission 7 but your character's level.
Once you buy it, equip it in one of your slots and use it to kill 20 bad guys. This one is really effective against the bigger Manhunters, as you can just spam X to beat the faster.

The Mech Suit must be purchased. Once purchased simply defeat 20 enemies.
