Fastest way, and the way I did it was to play the Star Challenges for the songs, when you have the powers on level 2.
Choose either Speed or Crowd and add Resurrector to that.
5-star the song and this will add 15 stars to your total.

As Rockin Cherry said, it depends on the song you're playing, but I found that the powers I chose generally add 15 stars (16 if FC'ed).
I have to agree that different combos of powers (especially the Star Power powers) can yield 15-18 stars as well.

I did this and got my achievement recently. I can't remember the names of the 2 star power challenges I used, but when you select the song, I chose the first and third one in the list (both at level 2). Sometimes I managed to get 17 stars for a song if I 100%ed it and activated star power strategically.

You can get up to 21 stars if you use "Star Power Nova" and "Star Power Generator"...... Just use star power as soon as you get it (unless it's a pause in the song of course)....
