Load up scenario Hard Times, on easy (I don't know if difficulty matters, but that's what I did). You won't need any gameplay mods.
Skip the tutorial, and once it loads, make a quicksave.
You will start with one enemy directly in your line of sight amongst several tents. Move behind the closest tent. The enemy will disappear, but you will still be able to target him. You will have a 60% chance to hit, although I only missed a few times.
If you miss, quickload until you hit.
If you hit, quickload, until you get the Achievement.
