When you get to Rank 11 you have the ability unlocked to purchase the use of demolition charges. After you purchase the upgrade the achievement will unlock.

Demo Charges become available at Rank 11, Collect the License and the achievement

We can still go ahead and get the charges at level 11.

@E vee Dub: No, If you want the Achievement, get it at Rank 11. The Pro Tip was added for those that want to get it without having to deal with the rental fees
