When you start up the game you have the option to Skip Training on the Employment Confirmation Form. If you do not skip the training you will go through the tutorial detailing how to move around the environment, how the cutter, and grappler work, and finally how tethers work. Once you have unlocked tethers and completed the final training ship this achievement will unlock.

I started on "Open Shift" and it didn't unlock the achievement after the tutorial. Can someone else confirm this?
Edit: The achievement unlocked after I accessed the kiosk for the first time.

Just to confirm, this unlocked immediately after interacting with and quitting the outdoor Kiosk as instructed. (Open Shift)

Does is matter what difficulty is chosen?
Can we just play on "OPEN SHIFT" difficulty and still unlock all achievements?
Isn't there an achievement for O2 recharge (Breathe In... Breathe Out)?
So must it be STANDARD difficulty where O2 must be recharged eventually?
Please suggest which difficulty in your guide since this is one of the beginning achievements. Thanks.

You can play open shift, and move between both O2 settings every time you start the game.

On the menu screen, choose SIGN OUT and the option to re-choose difficulty and no O2 leak is available.
The O2 achievement unlocked when grabbing an O2 canister off the inside wall of the 2nd ship.
The tutorial achievement unlocked using the kiosk for the 1st time, even before ever having access to tethers or bombs.
The tutorial achievement unlocked after the kiosk was accessed during the 2nd ship, as knowing about the kiosk is part of the tutorial (not just the initial area when movements and tools are taught). It may unlock for others when tethers are introduced.

holy crap is this game annoying to control. i couldnt even get through tutorial. i gave up after trying to scavenge a piece of aluminum for over 30 minutes.
