You must reach 100 notoriety for this achievement to pop. You cannot do this on Rookie as notoriety isn't taken into account and therefore cannot be increased. I recommend normal, just to make it easier.
I would also recommend a new save file. Any levels completed will always retain the lowest notoriety score you have achieved on that save file. So if you complete a mission with a silent assassin rank and then replay the same level but get a psychopath rank with full noise ratings, your notoriety will not increase.
Complete levels while killing your Targets, kill all the guards; preferably in front of civilians, and try to get caught on tape. You want to make as much noise and get witnessed as much as possible.
You can get around 30-40 a mission, at least in my experience, depending on how many witnesses you had and how much you were noticed. Should take around 3-4 missions with that knowledge
