How to unlock the Dog Whisperer achievement in Hitman GO - Definitive Guide

I got this one in Level 4:15. To get chased by a guard dog, just cross its eyeline within two spaces. If you follow the guide, you will get this naturally. If you aren’t using the guide, load up Level 4:15 and follow these directions:

This achievement can be obtained easily in level 4-15. One of the objectives requires you not to kill any dogs and while doing this you will get all three to follow you.
